Culture-based English reading materials for Junior High School students: as breakthrough to preserve the local genius

Abstract. This study aimed to find out the material needed to be developed, identify how to develop Ngadanese local culture-based English material, and to analyse the quality of the local culture-based supplementary English reading material for the eighth grade students of Junior High School. The material development followed Research and Development design model. The first finding, the identification of the material was through need analysis by classroom observation, interview, questionnaire, and the document study. The teacher of the school and the students agreed that the supplementary English reading material to be developed based on Ngadanese local culture. Second was the material has fulfilled the aspects of good material:   content, language used, activities, and the assessment. The third was the quality of the prototype categorized as having good material and the excellent material. In addition, the eighth grade students of Junior High School gave big positive agreement toward the product. The good material: attractiveness, simplicity, practicality, usefulness, clarity and detail. The implication of the study, the product can be used as the supplementary English reading material not only for the eighth grade of Junior High School students in Soa district but also for the Junior High School Students in Ngada Regency.

1 Introduction

Learning material plays an important role as the source of learning.  The material can influence learners’ interest, attention, and understanding of what they learnt in leaning process [1]. One aspect of authentic material is students’ local culture [2]. The English teacher can develop the supplementary material related to the local culture. English was the first world’s language has certainly made people aware to learn it for different purposes. English is prioritized over other foreign languages and is taught as a compulsory subject in junior and senior high schools as determined by central government policy since Indonesia gained independence in 1945 [3].  In Indonesia, English is taught based on School-Based Curriculum (SBC) meanwhile some schools implement curriculum 2013. The SBC is developed based on educational unit, school potential, characteristics, social cultural aspects, and the students’ characteristics [4].

In an effort to maintain the local culture values, activities, and the artifact as related to cultural heritage aspects, the researcher developed Ngadanese local culture-based English reading material for the eighth grade of State Junior High School students (Sekolah Menengah Pertama)  in Soa district of Ngada Regency. The study was conducted in this area because Ngada is one of the regencies in Flores island of East Nusa Tenggara province, Indonesia which has beautiful nature and magnificent sceneries. According to UNESCO [5] East Nusa Tenggara province is associated with backward region and poverty but owns rich nature and culture resources.  One way to make all the local potencies survive is by basing English teaching and learning materials on local culture related to the students’ needs and also learning needs. Relation to the cultural heritage matters to individuals, ethnic groups, nation and international community [6].
The heritage of tourism in East Nusa Tenggara contributes to the Millennium Development Goals (MDGs) [5]. The potencies of the East Nusa Tenggara especially in Ngada Regency should be developed.  After inventorying all potencies and the problems, the researcher conducted the preliminary observation in the classroom at state Junior High School in Soa district of Ngada Regency. The study found that the teacher did not have enough English reading materials and the existing English reading materials did not contain local culture aspects. Based on the problems found, the researcher tried to develop the local culture-based English reading material. Generally, the manifestations of culture are distinguished into three categories as 1) manifestation of culture as a complex as ideas, values, norms, rules and so forth, 2) manifestation of culture as a complex pattern of activities and actions of human being in a society, 3) manifestation of culture as objects of human works (artifacts) [7] . This study focused on the manifestation of culture as complex pattern of activities and actions of human being in local ceremonies such as: reba ceremony, sagi ceremony, and also rori witu ceremony. Besides is also focused on the manifestation of Ngadanese local culture as the objects of human work (artifacts) such as Bena traditional village, Ngadanese traditional costumes, ja’i dance, dero dance, local food and beverages like bogi or sui wu’u, tua ara, tua bhara, and Ngadanese folklores or folktales etc. Developing culture-based an English material model for elementary schools in Bali. The material constructed in themes based [8].  
The material was developed based on the local culture as directed by the School-Based Curriculum. The first thing done in data collecting in the research was the preliminary observation. The data were collected by using the classroom observation, teacher’s and the students’ interview, questionnaire and also the scoring rubric. The development of the material design model which is elaborated into eight steps namely 1) need analysis, 2) data collection, 3) design product, 4) product validation, 5) product revision, 6) user try out, 7) product revision, and 8) final product [9].  
The material development was done based on the School-Based Curriculum (SBC) because the school still uses that curriculum. The SBC is developed based on the educational unit, school potential, school characteristics, social cultural aspects, and the students’ characteristics [4]. Reading comprehension is the result of interaction between thought and language, and the evaluation of success in comprehension is based on the extent to which the readers’ reconstructed the massage agrees with the writer’s intended massage [10]. The framework of the textbook follows the four elements of the material namely input, content, language focus and the task or assessment [11]. Reading activities that have a long text or the large quantities for general understanding that the learners are free to choose topic what will they read or discussed. It means the teacher must provide the reading sources in form of authentic reading material.


2 Method
This study used Research and Development (R&D) in design since it was basically focused on developing the instructional material for used at Junior High School. Therefore, a design model was adapted. The phases of this study mainly design model which is elaborated into eight steps namely 1) need analysis, 2) data collection, 3) design product, 4) product validation, 5) product revision, 6) user try out, 7) product revision, and 8) final product [9].
The study started with the need analysis. It was conducted to obtain as much information as possible through classroom observation, questionnaire, interview, and document study. The next step was data collection. The information from the English teacher and students is surely needed as the basis to develop suitable materials for the eighth grade of Junior High School Students. The sample class consisted of 34 students. The designing of the product used the framework of the [11].  Further step was product validation. This phase is related to the experts’ judgment for improvement of the product. The product validation was conducted by two lectures of English Education Department at Universitas Pendidikan Ganesha whose are expertise in English reading material. The validation process consisted of some components: the content of the material, language used, task and assessment [1]. The next step was the revision of the product based on the suggestions of the experts. After that administered the user try out. The product was evaluated by two English teachers and also the eighth grade students. To improve the product the revision was done based on the suggestions from the users. Finally, the product became the final product. In the data analysis and also the product evaluation the formula [12] which can be seen on table 1 was used the scoring rubric used a Likert scale instrument where score 5 was excellent, 4 was good, 3 was average, 2 was below average, and 1 was poor material. The category of good material formula can be seen on table 1.

3 Results and Discussion

The following section discusses the results of the research during the development of the product and its discussion as the special merit of the study. The result of the study consists of the description of material needed to be developed, the way how to develop the material and also analyze the quality of the material. First was the analyzing of material to be developed by using students’ questionnaire, the interview to the English teacher and also the eighth grade of Junior High School students. The result showed that 100 % or 34 students gave a big positive agreement that the supplementary English reading material to be developed based on Ngadanese local culture. In relation to the material that needs to be developed, the English teacher stated that the teacher and institution gave a big appreciation for the project to develop local culture-based supplementary English reading material Moreover, the way of how material to be developed, the researcher used the research and development (R&D) material model design [9]. The design model was elaborated into eight phases. The phases of the study started with need analysis, data collection, design product, product validation, product revision1, user try out, product revision 2, and the final product.
Furthermore, the quality of the product was analyzed based on the result of the scores given by the expert judges, the English teachers, and also the interview result of the eighth grade of Junior High School students in Soa district of Ngada Regency. The result from the two experts judgment of the product evaluation showed that the material was categorized into good material as indicated by the experts’ mean score of 4.2 < 4.5. Meanwhile, the result of the two English teachers evaluation of the material was the excellent material as indicated by the teachers’ mean scores of 4.65  4.5. The result is shown on table 2.

In addition, to know the users feedback toward the product, the interview was done to the representative of the 34 students were 6 students were chosen in conducting the interview. The result of the eighth grade students’ perceptions toward the product showed that the English reading material had met the aspects of attractiveness, simplicity, practicality, usefulness, clarity and detail. Based on the result of the expert judgment, the English teachers and also the students’ interview result, the researcher concluded that Ngadanese local culture-based supplementary English reading material could be applied as the supplementary English reading for the Junior High School students and the other schools in Ngada Regency.
The final product of the study was Ngadanese local culture-based supplementary English reading material for the eighth grade of Junior High School students in Soa district of Ngada Regency in academic year of 2016/2017. The product was in a textbook form used as the supplementary English reading material. The product which has been developed fulfilled the criteria of good material as proposed by Tomlinson [2] which has some aspects namely the content of the material, language used, the activities and also the assessment of the material. The content of the material based on the manifestation of culture distinguish the three manifestations of cultures: 1) culture as complex of ideas, values, norms, rules, and so forth, 2) culture as a complex of activities and actions of human being in society, 3) culture as objects of human work (artifacts) [7].
Dealing with the manifestations of culture, the two were used in this study related to Ngdanese local culture such as: 1) manifestation of culture as a complex of activities and actions of human being in society presented in Ngadanese traditional ceremonies like Reba ceremony (thanksgiving festival), Sagi ceremony (traditional boxing), Rori witu ceremony (traditional hunting), 2) the manifestation of culture as a complex of activities and actions of human being in society presented in Ngadanese local culture in Bena traditional village, traditional house (Bhaga and Ngadhu), traditional costumes (Sapu Lu’e and Lawo Butu) and also the nature, marine and other local potencies.
The implications of this study are firstly, the English teacher of the eighth grade students can use Ngadanese local culture-based supplementary English reading material to improve the English reading skill in teaching and learning activities. The second, the students can learn their local culture through reading class activities by using the local culture-based English reading materials. The third, the material cannot only be used for the eighth grade of Junior High School students in Soa district but also for all the Junior High School students in Ngada Regency.

4Conclusion

As is clear from foregoing discussion, the developing local culture based supplementary English reading material is must to preserve the local culture through English learning activities. By using local culture based English reading material the students are more interested with the text or the materials provided as the source of learning. Familiarity of the reading material boosts students’ interest and motives them to read. Besides, the use of local culture-base English reading material will be effective for the students’ learning because they have prior knowledge about the topic which can trigger them to be more active in reading class. In another word, using local culture-based English reading material is more understandable as the authentic material to improve the students reading skill. It also gives the appropriate culture for the students as related to their real life. Considering the advantage, it suggested for the English teachers to either adapt or develop of local culture reading materials that match students’ interest and fulfill pedagogical goal. Therefore, the use of local culture-based English reading material in reading class is very useful.

Dua Belas Murid Yesus

🔰 RIWAYAT MURID-MURID YESUS

Berikut adalah akhir hidup dari Para Rasul Tuhan Yesus :

1. Matius meninggal dunia, karena disiksa dan dibunuh dengan pedang di Ethiopia.

2. Markus meninggal dunia di Alexandria (Mesir), setelah badannya di seret hidup-hidup dengan kuda melalui jalan-jalan yang penuh batu sampai ia menemukan ajalnya.


  1. 3. Lukas meninggal dunia di gantung di Yunani, setelah ia berkhotbah di sana kepada orang-orang yg belum mengenal Tuhan Yesus


4. Yohanes di goreng dalam bak minyak mendidih di Roma, tetapi karena Tuhan Yesus masih ingin memakai Yohanes lebih lanjut, maka keajaiban terjadi sehingga walaupun ia telah di goreng hidup-hidup, ia bisa hidup terus. Tetapi akhirnya ia dibuang dah diasingkan ke pulau Patmos untuk kerja paksa di tambang batubara. Pada saat ia berada di sana, ia mendapatkan wahyu sehingga ia bisa menulis kitab WAHYU. Kemudian ia dibebaskan dan akhirnya kembali menjadi uskup di Edessa (Turki). Ia adalah satu-satunya Rasul yg bisa mencapai lanjut usia dan meninggal dengan tenang.

5. Petrus telah di salib dengan kepala di bawah. Kayu salib untuk Petrus dipasang berbeda, ialah seperti huruf X. Ia merasa tidak layak untuk mati dan disalib seperti Tuhan Yesus

6. Yakobus saudara tiri dari Tuhan Yesus dan pemimpin gereja di Yerusalem, dilempar kebawah dari puncak bubungan Bait Suci, di tempat yg sama di mana setan membawa Yesus untuk digoda. Ia meninggal dunia setelah dilempar dari tempat tersebut.

7. Yakobus anak Zebedeus adalah nelayan dan murid pertama Yesus yg dipanggil, ia dipenggal kepalanya di Yerussalem. Pada saat-saat disiksapun, ia tidak pernah menyangkal Tuhan Yesus, bahkan ia berusaha berkhotbah trus, bukan hanya kepada tawanan lainnya saja, bahkan kepada orang yg menghukum dan meyiksa dia dengan kejamnya. Sehingga akhirnya orang Romawi itu mendampingi Yakobus pada saat ia di hukum penggal, bukan sekedar hanya untuk menyaksikan, melainkan juga untuk turut dihukum dan dipenggal bersama dengan Yakobus. Pada saat ia mau menjalani hukuman mati, ia berlutut bersama di samping Yakobus, sambil berdoa, itu adalah doa nya yg terakhir, sebelum ia mati dipenggal bersama Yakobus sebagai orang Kristen.

8. Bartolomeus yang lebih di kenal sebagai Natanael ia menjadi misionaris di Asia, antara lain ia memberikan kesaksian di Turki. Ia meninggal dunia di Armenia setelah ia mendapat hukuman cambuk sehingga semua kulitnya menjadi hancur dan terlepas.

9. Andreas juga di salib seperti Petrus dengan cara X di Yunani. Sebelum meninggal, ia di siksa dengan hukum cambuk oleh tujuh tentara dan diikat di salib. Dengan cara demikian mereka bisa memperpanjang masa sakit dan masa siksaannya. Seorang pengikut Andreas yg turut menyaksikan hukuman Andreas menceritakan perkataan yg telah di ucapkan oleh Andreas sebelum meninggal dunia : “Ternyata keinginan dan cita-cita saya bisa terkabul, dimana saya bisa turut merasakan saat-saat disiksa dan disalib seperti Yesus". Pada saat dicambuk ia tiada henti-hentinya ia berkhotbah terus hingga ajal.

10. Thomas dilempar ke dalam perapian, tetapi karena masih tetap hidup, ia dihujani dengan tombak hingga mati. Dia mati di India.

11. Yudas menyesal kerena telah menjual Yesus yang tidak bersalah lalu memilih untuk menggantung diri.

12. Matias, Rasul pengganti Yudas Iskariot mati dihukum rajam dan akhirnya dipenggal kepalanya.

13. Paulus disiksa degan sangat kejam dan akhirnya dipenggal kepalanya oleh Kaisar Nero di Roma pada tahun 67. Rasul Paulus adalah yg paling lama mengalami masa siksaaan di penjara. Kebanyakan suratnya dibuat dan dikirim dari penjara

“Meneguhkan Tekad, Memperkuat Akar, Mengedepankan Solusi”

Hidup Masyarakat Adat!
Masyarakat Adat Bangkit Bersatu! Berdaulat!
Bangkit Bersatu! Mandiri!
Bangkit Bersatu! Bermartabat!

Pertama-tama, ijinkan saya menyampaikan hormat kepada semesta, para leluhur masyarakat adat, dan puji syukur kepada Yang Maha Kuasa Pencipta Alam Semesta untuk kebahagiaan kita pada hari yang sangat bersejarah ini. 

Bapak, Ibu, saudara-saudaraku, pimpinan dan anggota Dewan AMAN Nasional dari 7 region yang saya hormati, seluruh Pengurus Wilayah, Pengurus Daerah, Organisasi Sayap, Badan Otonom dan Lembaga Ekonomi AMAN yang saya banggakan, seluruh Komunitas Anggota AMAN di penjuru Nusantara yang saya muliakan, serta para sahabat yang telah setia berjuang bersama Masyarakat Adat selama ini.

20 tahun lalu, utusan Masyarakat Adat dari seluruh pelosok Nusantara, bersama para pejuang hak-hak Masyarakat Adat berkumpul di Hotel Indonesia, Jakarta, merajut asa menyusun barisan melalui Kongres Masyarakat Adat Nusantara. Kongres pertama ini mendeklarasikan Kebangkitan Masyarakat Adat Nusantara dan bersepakat membentuk Aliansi Masyarakat Adat Nusantara (AMAN) sebagai wadah perjuangan bersama untuk meraih pengakuan, perlindungan dan penghormatan terhadap eksistensi Masyarakat Adat dan hak adatnya yang azasi.  Bangkit bersatu bergerak bersama merebut kembali kedaulatan Masyarakat Adat sebagai bagian dari rakyat Indonesia, sebagai warga negara yang setara dengan warga negara yang lain, juga sebagai penyandang hak-hak konstitusional di dalam Negara Republik Indonesia sesuai amanat UUD 1945.

Mengapa Masyarakat Adat harus bangkit bersatu dan bergerak bersama?

Bapak Ibu dan saudara-saudaraku yang saya muliakan,

Selama puluhan tahun sejak Indonesia merdeka di tahun 1945, Masyarakat Adat masih terus mengalami berbagai bentuk penindasan, pengabaian dan perampasan atas hak-hak asal-usulnya. Kemerdekaan Indonesia sebagai Negara-Bangsa di tahun 1945 tidak otomatis membebaskan Masyarakat Adat dari beragam bentuk penjajahan. Bahkan di masa Rejim Orde Baru bentuk-bentuk penjajahan bagi Masyarakat Adat itu terasakan lebih meluas dan jauh lebih berat dari masa-masa sebelumnya. Dimana-mana terjadi perusakan dan perampasan wilayah-wilayah adat, kriminalisasi dan kekerasan terhadap warga adat, serta diskriminasi dalam bidang ekonomi, politik, hukum, maupun sosial budaya. Oleh sebab itu, sejak pertengahan tahun 1980-an, perlawanan Masyarakat Adat terhadap berbagai kebijakan pemerintah mulai bermunculan secara sporadis di berbagai wilayah Indonesia. Situasi ini, kemudian mendorong terbentuknya sebuah wadah yang diberi nama Jaringan Pembela Hak-hak Masyarakat Adat (JAPHAMA) yang dipelopori para tokoh adat, akademisi, pendamping hukum dan aktivis gerakan sosial pada tahun 1993, di Toraja-Sulawesi Selatan. Pembentukan jaringan ini telah menanam benih persatuan perjuangan bersama di kalangan pemimpin gerakan Masyarakat Adat yang terus bertumbuh di seluruh pelosok Nusantara. 

Pertumbuhan semangat dan kepemimpinan persatuan gerakan inilah yang kemudian memungkinkan terselenggaranya Kongres Masyarakat Adat Nusantara (KMAN) pertama. Lewat Kongres ini, para pemimpin perjuangan Masyarakat Adat menyatukan semangat dan komitmen bersama untuk mengingatkan kembali para penyelenggara Negara dan seluruh elemen bangsa tentang tujuan mulia berdirinya Negara Republik Indonesia, melakukan koreksi atas perjalanan bangsa yang sudah tidak lagi sesuai dengan cita-cita luhur Pendiri Bangsa sebagaimana dituangkan dalam Pancasila dan UUD 1945, dan menegaskan kembali posisi Masyarakat Adat terhadap Negara. 

Lewat Kongres pertama ini Masyarakat Adat kembali menegaskan posisinya terhadap Negara dalam Pandangan Dasar Kongres yang menyatakan bahwa “Kami sudah sejak dulu ada sebelum Negara Republik Indonesia.” dan  oleh sebab itu “Jika Negara Tidak Mengakui Kami, maka Kami Tidak Mengakui Negara.”

Bapak, Ibu, Saudara, Saudari sekalian,
Untuk memastikan komitmen perjuangan bersama yang sudah digariskan oleh Kongres inilah Aliansi Masyarakat Adat Nusantara (AMAN) dibentuk 20 tahun lalu.  20 tahun merupakan waktu yang cukup untuk kita merefleksikan secara mendalam perjalanan perjuangan Masyarakat Adat Nusantara. Geliat AMAN sebagai wadah berjuang bagi Masyarakat Adat Nusantara tentunya mengalami pasang dan surut. Dinamika politik nasional dan global kadang bersahabat, kadang tak jarang menghadirkan badai. Pada tingkat internasional, AMAN telah terlibat sejak penyusunan Draf United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP) hingga isu Hak Asasi Manusia, perubahan iklim, dan isu-isu lainnya. Sementara di tingkat nasional, AMAN telah berjuang untuk mengubah hukum-hukum yang represif antara lain dengan menguji materi UU Kehutanan yang kemudian melahirkan Putusan Mahkamah Konstitusi Nomor 35/2012. Juga terlibat aktif dalam Inkuiri Nasional yang dilakukan oleh Komnas HAM tentang Pelanggaran hak-hak Masyarakat Adat di Kawasan Hutan, mendorong masuknya peta wilayah adat dalam One Map Policy, hingga memperjuangkan masuknya 6 tuntutan masyarakat adat dalam Visi dan Misi Presiden Republik Indonesia yang dikenal dengan NAWACITA. Tidak hanya itu, AMAN juga berjuang hingga daerah dengan mendorong pembentukan produk hukum daerah yang mengakui Masyarakat Adat dan hak-haknya.

Meski tak mudah, AMAN terbukti mampu melalui masa-masa penuh tantangan, mengambil pilihan-pilihan strategis dalam rangka merespon dinamika politik nasional dan global. Sejak berdiri tahun 1999 hingga tahun 2007, AMAN pernah tampil konfrontatif dengan Negara untuk menegaskan posisinya terhadap Negara, menunjukkan kehadirannya sebagai gerakan sosial yang tumbuh dari realitas sosial di kampong-kampung adat dan sekaligus memperkuat pondasi solidaritas, rasa senasib-sepenanggungan di antara sesama Masyarakat Adat. Perjuangan konfrontatif ini mendapatkan beragam respon dari penyelenggara Negara dan berbagai pihak. Dengan perjuangan yang konsisten, respon positif terhadap kehadiran AMAN terus bertambah. Respon positif inilah yang membantu AMAN mengubah tampilan perjuangan dari konfrontasi ke dialog, full engagement, sejak tahun 2007. Strategi ini kita ambil karena pemerintah mulai menunjukkan keterbukaan pada tuntutan-tuntutan Masyarakat Adat. Pilihan strategi tersebut mengharuskan AMAN masuk ke dalam proses-proses pengambilan keputusan politik dan teknokratik yang berpengaruh pada kehidupan Masyarakat Adat. Organisasi yang bertumbuh cukup stabil di tingkat wilayah dan daerah juga mendukung perubahan strategi ini dengan rasa percaya diri yang lebih kuat. 

Banyak tantangan yang kita hadapi dalam melaksanakan strategi ini. Tuntutan Masyarakat Adat tak selalu disambut sebagaimana mestinya. Masyarakat adat yang memperjuangkan haknya termasuk hak atas wilayah adat (tanah, hutan, dan air) sebagian besar menemui jalan buntu. Pemerintah masih saja mempertahankan sikap abai dan memaksakan kehendaknya sendiri untuk menunda, mempersulit atau bahkan dengan sengaja membiarkan pelanggaran-pelanggaran terhadap Masyarakat Adat terjadi di lapangan. Beberapa bukti dari mengakar kuatnya sikap tersebut adalah dengan tidak adanya keberanian untuk mengubah UU Kehutanan yang terbukti menghambat pelaksanaan putusan MK 35/2012. Begitu pula dengan ketidakjelasan sikap pemerintah dalam mempercepat pembahasan RUU Masyarakat Adat yang sudah dijanjikan Presiden dan Wakil Presiden dalam NAWACITA.

AMAN menyadari bahwa berbagai pelanggaran terhadap hak Masyarakat Adat bersumber dari politik hukum yang memang dirancang untuk abai pada kepentingan Masyarakat Adat. Pendekatan dialog dan kemitraan dengan Pemerintah tidak cukup! AMAN harus masuk ke politik elektoral secara bermartabat. Untuk itu, sejak tahun 2009 AMAN mendorong kader Masyarakat Adat untuk ikut bertanding di dalam gelanggang Pemilu dan Pemilukada sehingga mereka dapat masuk di badan-badan legislatif maupun eksekutif sebagai perancang, pembuat dan pelaksana kebijakan publik. Sejak tahun 2009, puluhan kader Masyarakat Adat telah berhasil masuk ke badan legislatif maupun eksekutif terutama di daerah. Sebagian besar dari mereka telah menjadi motor penggerak lahirnya Peraturan-Peraturan Daerah tentang Masyarakat Adat di berbagai daerah. 

Partisipasi politik Masyarakat Adat tersebut kembali ditingkatkan pada tahun 2019 ini dengan mendorong ratusan kader-kader terbaiknya untuk terlibat di dalam pemilu legislatif. Langkah perjuangan ini didasari pada fakta bahwa berbagai pelanggaran hak Masyarakat Adat disebabkan oleh karena hukum dan kebijakan disusun oleh orang-orang yang tidak memahami persoalan Masyarakat Adat atau orang-orang yang memiliki kepentingan berbeda dengan Masyarakat Adat. Untuk itu, Masyarakat Adat harus masuk ke dalam proses-proses pengambilan keputusan. Bukan sebagai partisipan, tetapi sebagai aktor pembentukan hukum dan kebijakan. Karena itu, mengutus kader Masyarakat Adat untuk bertanding di Pemilu Legislatif tahun 2019 bagi AMAN adalah pilihan yang tepat. AMAN percaya, bahwa semakin banyak kader Masyarakat Adat di lembaga-lembaga eksekutif maupun legislatif akan membuat tuntutan pengakuan hukum, seperti Undang-Undang Masyarakat Adat semakin terbuka untuk tercapai. Apakah PEMILU 2019 tanggal 17 April 2019 nanti akan memandu perubahan pendekatan dan strategi lebih lanjut bagi AMAN? Ini pertanyaan buat kita semua para pemimpin dan penggerak AMAN! 

Bapak Ibu dan saudara-saudaraku yang saya banggakan,

Sebagai organisasi yang dibentuk oleh Masyarakat Adat untuk mengorganisir diri sendiri, selama 20 tahun ini, AMAN semakin percaya diri, bahwa perjuangan yang dilakukan secara kolektif mampu meraih perubahan demi perubahan. Meskipun demikian, harus diakui pula, bahwa kekuatan Masyarakat Adat di seluruh nusantara belum secara optimal bergerak bersama. AMAN dihadapkan pada tantangan untuk berani memimpin usaha sistematik dalam melakukan pembaruan hukum dan lembaga adat sehingga prinsip-prinsip keadilan, kesetaraan, emansipasi, dapat dinikmati oleh seluruh warga Masyarakat Adat terutama kelompok perempuan, anak-anak, lanjut usia, orang-orang yang miskin karena perbedaan kelas, budaya, dan penyandang disabilitas.

Bapak Ibu dan saudara-saudaraku yang saya kasihi,

Di depan, tantangan tidaklah ringan. Negara belum sungguh-sungguh berubah. Sikap abai, mempersulit, bertele-tele, membuat lebih rumit, adalah sikap-sikap yang telah berakibat pada mandegnya berbagai agenda perubahan: Putusan MK 35/2012 sejauh ini hanya menghasilkan 30.000 hektar hutan adat, sementara RUU Masyarakat Adat jalan di tempat. Sementara di sisi lain, negara aktif merampas wilayah-wilayah adat. Kasus-kasus yang dialami Masyarakat Adat Laman Kinipan di Kalimantan Tengah, Masyarakat adat Rendu di Nagekeo Nusa Tenggara Timur, Masyarakat adat Seko di Sulawesi Selatan, dan kasus-kasus lainnya menunjukkan hal itu.

Bapak, Ibu, saudara-saudara yang berbahagia,
Di tengah situasi itulah AMAN membentangkan cita-cita bersama Masyarakat Adat untuk berdaulat secara politik, mandiri secara ekonomi dan bermartabat secara budaya. Sebuah cita-cita yang hanya akan tercapai jika AMAN mampu menggalang kebersamaan yang kokoh untuk selalu bergerak bersama. Sementara, AMAN dituntut untuk masuk, melebur dan memperkuat gerakan perubahan bersama dengan berbagai elemen masyarakat sipil dan pihak-pihak lain termasuk pemerintah.

Perjuangan Masyarakat Adat melampaui rezim, melintasi batas waktu. Kita masih jauh dari cita-cita kita bersama. Namun kita tidak menyerah. Semangat kita berasal dari 2.366 komunitas adat anggota kita yang setia dalam perjuangan, komitmen dari 21 Pengurus Wilayah, 119 Pengurus Daerah, semangat dari Organisasi Sayap AMAN, yakni semua Perempuan Adat yang menyatukan diri dalam Persekutuan Perempuan Adat AMAN, para pemuda dalam Barisan Pemuda Adat Nusantara, pembelaan dari Perhimpunan Pembela Masyarakat Adat Nusantara, serta inspirasi dari 2 Badan Otonom dan 3 Badan Usaha yang terus memberikan motivasi bahwa kita bisa!

Hari ini, Minggu, 17 Maret 2019, kita telah 20 tahun bangkit bersatu dan bergerak.  Setiap tahun kita merayakannya dan tahun inipun kita merayakannya dengan khidmat, di kampung-kampung adat, di rumah-rumah adat, di lahan-lahan dan wilayah adat kita, di Rumah-Rumah AMAN yang tersebar di seluruh pelosok. Kita merayakan hari besar ini dengan penuh suka cita dan rasa syukur atas perjalanan gerakan ini. Dengan penuh harapan kita menyerahkan langkah kita kepada Sang Pencipta Alam Semesta, Tuhan Yang Maha Kuasa dan bermohon restu para leluhur, agar kehidupan kita terus membaik, sampai suatu saatnya nanti Masyarakat Adat dan Bangsa Indonesia yang besar ini dapat kembali Berdaulat, Mandiri dan Bermartabat di Tanah-Airnya sendiri.

Akhirnya, kepada semua Masyarakat Adat di Nusantara, selamat merayakan Hari Kebangkitan Masyarakat Adat Nusantara! Selamat Ulang Tahun yang ke-20 AMAN! Teruslah tanggap membela, aktif melindungi dan cepat melayani Masyarakat Adat di mana pun!
