PETUNJUK PELAKSANAAN DEBAT BAHASA INGGRIS

DALAM RANGKA HARI PENDIDIKAN NASIONAL

TINGKAT SMA/MA KABUPATEN NGADA TAHUN 2021

 

A.    MATERI LOMBA

Kegiatan lomba debat merupakan suatu kegiatan yang dilakukan untuk menguji argumentasi yang diberikan antara individu dan kelompok. Menurut  Kamus Besar Bahasa Indonesia (KBBI) debat ialah pembahasan dan pertukaran pendapat mengenai suatu hal dengan saling memberi alasan untuk mempertahankan pendapat atau argumen masing – masing. Selain itu debat merupakan sebuah metode formal dalam berbicara dalam mempertahankan argumen untuk meyakinkan pendengar (Alamsari,2003). Dalam konteks pembelajaran debat bahasa Inggris merupakan suatu kegiatan yang sangat penting dalam rangka meningkatkan kemampuan berbicara siswa dan menjadikan bahasa Inggris sebagai sarana untuk berkomunikasi.

Sejalan dengan esensi mempelajari bahasa Inggris inilah maka dilaksanakannya kompetisi debat Bahasa Inggris (English Debate Competition) bagi siswa/i tingkat Sekolah Menengah Atas. Kegiatan kompetisi debat dilaksanakan di tingkat kabupaten Ngada Provinsis Nusa Tenggara Timur yang diselenggarakan oleh Dinas Pendidikan Kabupaten Ngada..Pelaksanaan kegiatan lomba  debat bahasa Inggris dalam rangka menyosong hari pendidikan nasional pada 2 Mei 2021. Kegiatan lomba debat bahasa Inggris  tingkat SMA mengusung tema tentang  Pendidikan dan Kesehatan di tengah kondisi pandemi Covid-19. Hal ini sebagai wujud komitmen Dinas Pendidikan provinsi dan kabupaten Ngada untuk mendukung kreativitas sekolah dan guru dalam melaksanakan kegiatan belajar mengajar di tengah pandemi. Pada masa satu tahun terakhir pandemi Covid-19  telah mengubah semua aspek kehidupan yang tentunya termasuk bidang pendidikan dan kesehatan. Pandemi Covid-19 telah mengubah segalanya baik pelaksanaan kegiatan belajar siswa di sekolah maupun di rumah. Oleh karena itu kegiatan lomba debat bahasa Inggris merupakan momen di mana siswa dan guru mewujudkan komitmen bahwa bahasa Inggris tidak hanya dipelajari sebagai mata pelajaran semata namun juga sebagai sarana komunikasi global yang harus ditumbuh kembangkan baik di kalangan guru dan juga siswa itu sendiri sehingga daya imajinasi, berpikir kritis serta mampu menyampaikan argumen secara baik demi tercapainya tujuan pembelajaran bahasa Inggris sebagai sarana komunikasi.

B.   TUJUAN

Pelaksanaan kegiatan lomba debat bahasa Inggris ini sebagai wujud kontribusi nyata dalam mengimplementasikan peran bahasa Inggris dalam dunia global terutama dalam pembelajaran siswa/i pada tingkat SMA/MA atau sederajat di Kabupaten Ngada. Ada pun tujuan kegiatan lomba debat  bahasa Inggris yang terdiri dari tujuan umum dan khusus.

1.  Tujuan Umum

 Kegiatan ini bertujuan untuk memperluas wawasan para peserta didik Sekolah Menengah Atas agar mampu mengasah berpikir kreatif dan analitis serta mampu berkomunikasi secara efektif, dalam menyampaikan argumentasi di depan publik dengan berbahasa Inggris secara baik dan benar serta komunikatif. Dengan demikian peserta didik di NTT mampu bersaing secara global menuju NTT bangkit dan sejahtera melalui gerakan restorasi pendidikan demi generasi NTT cerdas, bermartabat dan berdaya saing.

 

2.  Tujuan Khusus

Membangun antusiasme dan keinginan yang tinggi dari seluruh peserta lomba untuk menjadikan bahasa Inggris sebagai media komunikasi sehari-hari dan menjadi generasi Kabupaten Ngada yang berkompeten dan berdaya saing di bidang bahasa Inggris sehingga terwujudnya iklim belajar yang berwawasan global dan menjadikan bahasa Inggris sebagai media komunikasi di kalangan pelajar demi masa depan yang lebih baik.

 

 

C.   TEMA LOMBA

Tema lomba debat bahasa Inggris adalah tentang; Pendidikan dan pandemic covid-19. Tema ini merupakan gambaran kondisi pendidikan di tengah pandemi yang erat kaitannya dengan masalah kesehatan terhadap pelaksanaan kegiatan belajar mengajar bagi siswa.

 

D.   BENTUK LOMBA

Kegiatan lomba debat  bahasa Inggris yaitu setiap sekolah mengirim 1 tim  debat yang pesertanya keterwakilan dari kelas X (1 peserta), XI (1 peserta), XII (1 peserta) yang dibuktikan dengan kartu pelajar atau surat keterangan dari kepala sekolah

E.    PESERTA

1.   Peserta EDC adalah siswa SMA/MA atau sederajat

2.    Satu tim harus terdiri atas tiga debaters

3.    Peserta (debaters) adalah siswa aktif SMA/MA (Negeri atau swasta) yang dibuktikan kartu pelajar atau surat keterangan dari kepala sekolah.

4.    Anggota tim tidak boleh diganti dengan alasan apapun selama perlombaan

 

F.    MEKANISME PELAKSANAAN LOMBA DEBAT BAHASA INGGRIS

Pelaksanaan lomba debat bahasa Inggris ini dilaksanakan sesuai mekanisme sebagai berikut;

1.  Lomba debat dilaksanakan secara daring (online) menggunakan aplikasi zoom

2. Setiap sekolah mengirim 1 tim debat yang terdiri dari perwakilan kelas X,XI,XII yang dibuktikan dengan kartu pelajar atau surat keterangan dari kepala sekolah.

3.  Lomba debat ini menggunakan system debat Asian Parliamentary  System

4.  Tiap chamber  terdiri dari 2 tim yang saling berhadapan yakni berperan sebagai Government dan Opposition

5.  Government merupakan pihak yang mendukung dan mempertahankan mosi dan terdiri dari;

a.  Prime Minister; membuka perdebatan, mendefenisikan mosi, dan argumen-argumen selanjutnya.

b.  Deputy Prime Minister; membantah sanggahan yang dinyatakan oleh oposisi, menegaskan kembali klaim-klaim pihak pro melalui argument selanjutnya.

c.  Government Whip; menyanggah apa yang disampaikan dari pembicara (speaker) sebelumnya serta menyampaikan argumen-argumen sebelumnya (tidak boleh ada argument baru) dengan menyertakan contoh-contoh yang mendukung posisi tim.

d.  Government reply speaker; menyampaikan kesimpulan, menyampaikan kembali resume  alasan, pernyataan kesetujuan tim dan kelebihan posisi mereka. Speaker tidak diperkenankan rebuttal lagi. Reply speaker hanya dapat dilakukan oleh pembicara 1 atau 2 dari masing – masing tim.

6.    Opposition merupakan pihak membatah dan menegaskan mosi terdiri dari;

a.  Leader of the opposition; bertanggungjawab secara langsung terhadap argumen – argumen Government dengan memberikan konfrontasi langsung dan argumen – argumen lebih lanjut. Ia bisa mempertanyakan  (challenge) mosi jika mosi yang didefenisiskan PM bisa dipertanyakan atau tidak bisa diperdebatkan

b.  Deputy Leader of the Opposition; membantah argumen yang dikeluarkan DPM menegaskan kembali argumen oposisi dan menguatkan argumen. Opposition;  menyanggah apa yang disampaikan dari speaker sebelumnya serta menyampaikan argumen- argumen sebelumnya (tidak boleh ada argumen baru) dengan menyatakan conto-contoh yang mendukung posisi tim.

c.  Opposition whip; menyanggah apa yang disampaikan dari pembicara (speaker) sebelumnya serta menyampaikan argumen-argumen sebelumnya (tidak boleh ada argument baru) dengan menyertakan contoh-contoh yang mendukung posisi tim.

d.  Opposition Reply Speaker; menyampaikan kesimpulan, menyampaikan kembali seluruh resume alasan, pernyataan kesetujuan tim dan kelebihan tim dan kelebihan posisi mereka. Speaker tidak diperkenankan memberi rebuttal  lagi. Reply speaker hanya dapat dilakukan oleh pembicara 1 atau 2 dari masing – masing tim.

7.    Waktu

a.  Pembicara 1 (1^st speaker) dari masing – masing tim diberikan waktu maksimal 7 menit 20 detik dengan rincian sebagai berikut:

-    Pada menit ke 6 akan diberikan ketukan sebanyak 1 kali

-    Pada menit ke 7 akan diberikan ketukan sebanyak 1 kali

-    20 detik setelah menit ke 7 akan diberikan ketukan tanpa henti

b.  Pembicara 2 (2^nd speaker) dari masing – masing tim diberi waktu maksimal 7   menit 20 detik dengan rincian sebagai berikut;

-       Pada menit ke 6 akan diberikan ketukan sebanyak 1 kali

-       Pada menit ke 7 akan diberikan ketukan sebanyak 1 kali

-       20 detik setelah menit ke 7 akan diberikan ketukan tanpa henti

c.Pembicara ke 3 (3^rd speaker)  dari masing – masing tim diberikan waktu   maksimal 7 menit 20 detik dengan rincian sebagai berikut:

-       Pada menit ke 6 akan diberikan ketukan sebanyak 1 kali

-       Pada menit ke 7 akan diberikan ketukan sebanyak 1 kali

-       20 detik setelah menit ke 7 akan diberikan ketukan tanpa henti

d.    Reply speaker dari masing – masing tim diberi waktu maksimal 4 menit 20 detik dengan rincian sebagai berikut;

-       Pada menit ke 2 akan diberikan ketukan sebanyak 1 kali

-       Pada menit ke 3 akan diberikan ketukan sebanyak sebanyak 2 kali

-       20 detik setelah menit ke 4 akan diberikan ketukan tanpa henti

 

8.  Point of Information  (POI)

a.  Interupsi tidak diperkenankan pada saat reply speaker dari masing – masing tim berbicara

b.  Interupsi diperkenankan pada saat first speaker, second speaker, dan third speaker berbicara

c.  Interupsi diperkenankan apabila diterima oleh pembicara yang diinterupsi

d.  Waktu maksimal untuk menyampaikan interupsi adalah 30 detik dan tidak diperkenankan menyampaikan POI berulang –ulang yang bertujuan mengganggu konsentrasi lawan (trashing)

e.  Hanyalah pembicara yang ditunjuk yang diperkenankan menjawab interupsi

f.    POI tidak boleh sebelum 1 menit pertama dan pada menit terakhir (6-7 menit 20 detik) karena pada waktu tersebut  adalah protected minutes yang bertujuan untuk memberikan kesempatan kepada pembicara untuk menutupi dan menyimpulkan argumentasinya.

g.  Akan ada tanda ketukan setelah 1 menit pertama sebagai tanda POI sudah dapat diberikan.

h.  Pihak lawan harus berdiri saat akan melakukan POI kepada pembicara dan juga saat menyampaikan POI.

9.    Babak lomba

Lomba debat bahasa Inggris dilaksanakan beberapa babak yakni;

 

a.  Babak penyisihan (preliminary round)  dilaksanakan sebanyak 3 babak dengan       lawan berbeda pada hari yang sama.

b.  Jika peserta berjumlah ganjil maka salah satu tim akan melawan swing tim

c.  Empat tim teratas akan maju ke babak selanjutnya yakni babak semi-final.

d.  Tim yang menang di babak semi-final akan maju ke babak final

e.  Tim yang kalah pada babak semi-final akan bertanding kembali memperebutkan juara 3

f.          Penentuan Best Speaker  berdasarkan jumlah poin yang diperoleh dari tiap individu pada tiap babak

g.        Penentuan tim yang akan menjadi semi-finalist diurutkan dari performa dari babak penyisihan melalui 3 prioritas penilaian yaitu:

§  Victory point

Poin kemenangan  ini diberikan jika tim memenangkan satu pertandingan dalam babak penyisihan, tim yang menang akan memperoleh 1 victory point , sedangkan tim yang kalahmendapatkan 0 victory point

§  Team score

Tim score merupakan akumulasi dari skor pembicara dari satu pertandingan

 

§  Margin

Margin ialah selisih dari total skor yang didapatkan dari satu pertandingan debat, untuk tim yang memenangkan perlombaan , margin-nya akan bersifat positif, sedangkan tim yang kalah akan mendapat margin yang negative dengan angka yang sama.

 

 

G.   PENILAIAN

Kriteria penilaian didasarkan pada kriteria sebagai berikut:

1.    Isi (content)

Isi adalah logika argumentasi yang disampaikan oleh para pembicara, terlepas dari gaya bicaranya. Isi dinilai dari kekuatan logika, relevansi argumen, dan penggunaan data-data yang terkait dengan topik debat. Sanggahan terhadap argumentasi lawan juga bobot yang sama dengan argumen yang harus dibuktikan logika serta relevansinya. Komponen ini memiliki bobot 40% dari keseluruhan penilaian.

2.    Penyampaian (style)

Penyampaian adalah cara pendebat (debaters) menyampaikan argumentasinya menyangkut bagaimana pembicara mengontrol dan mengelolah bahasa tubuh, volume suara, kontak mata dan variasi ekspresi untuk membuat pidatonya menarik dan enak didengarkan. Komponen ini memiliki bobot 40% dari keseluruhan penilaian.

 

3.    Strategi (strategy)

Strategi berkaitan bagaimana pembicara memanfaatkan waktu yang diberikan dengan baik dan menggunakan strategi pembelaan dan perlawanan dengan baik. Struktur penyampaian juga termasuk dalam strategi. Komponen ini memiliki bobot 20% dari keseluruhan penilaian.

H.   DEWAN JURI

1.    Dewan Juri terdiri dari 3 (tiga) orang berasal dari unsur pengawas mata pelajaran Bahasa Inggris Kabupaten Ngada, praktisi dan professional yang kompeten dan berintegritas.

2.    Dewan Juri berasal dari kalangan akademisi minimal bergelar kesarjanaan S1 pendidikan bahasa Inggris, praktisi yang berkompeten di bidangnya.

3.    Pernah menjadi Juri debat Bahasa Inggris baik di tingkat kabupaten, provinsi maupun nasional

4.    Bersikap adil, independen dan bertanggungjawab terhadap keprofesionalannya.

 

I.      MOSI DEBAT

Mosi debat terdiri dari dua bentuk yakni  mosi yang dipersiapkan sebalum lomba (prepared motion). Mosi ini diberikan kepada tim debat agar dipersiapkan sebelum pelaksanaan lomba. Bentuk mosi lainnya yakni mosi yang diberikan pada saat pelaksanaan  lomba debat (Impromptu motion).Mosi ini diberkan kepada tim debat pada saat pelaksanaan lomba sebagai bentuk challenge terkait tema debat dan juga isu terkini kaitannya dengan tema mosi yang telah diberikan. Adapun gambaran mosi sebagai berikut;  

1.  Tema mosi (heading) yang digunakan pada saat pelaksanaan debat sesuai tema yang diberikan melalui surat edaran Dinas Pendidikan Provinsi Nusa Tenggara Timur yakni;

 

a.Tema tentang Pendidikan (Education)

§ Pembelajaran daring (online learning)

§ Pembelajaran luring (offline learning)

§ Pembelajaran tatap muka (conventional learning model)

§ Asesmen Kompetensi Minimum (Minimum Competency Assessment)

§ Survey karakter (Character Survey)

b.  Tema tentang kesehatan (Public Health)

§ Pandemi Covid-19 (pandemic COVID-19)

§ Prokes 5 M (Health protocols)

2.    Tim yang bertanding akan melakukan motion preference untuk menentukan topik mosi yang akan diperdebatkan.

3.    Setiap tim akan diarahkan ke chamber masing – masing oleh Liaison Officer (LO)

4.    Setiap tim diberikan waktu 30 menit sebelum pertandingan untuk melaksanakan case building tanpa bantuan pendamping, pengamat atau pihak manapun.

5.    Peserta tidak diperbolehkan untuk melakukan kontak dengan pelatih, pemantau atau pembimbing saat mosi disampaikan

6.    Peserta hanya diperbolehkan membawa hasil research dalam bentuk hardcopy.

7.    Peserta dilarang membawa handphone atau alat elektronik lainnya di saat case building atau pada saat  penyampaian materi debat.

 

8.    Hasil pemetaan mosi sebagai berikut:

Mosi debat dirumuskan sesuai dengan tema yang telah diberikan oleh Dinas Pendidikan Provinsi Nusa Tenggara Timur yakni berkaitan dengan isu-isu terkini tentang pendidikan dan kesehatan. Hasil pemetaan mosi sebagai berikut:

a.    Mosi Babak Penyisihan (Preliminary round)

§  Mosi Utama (Main motions)

-          Pembelajaran daring tidak memberikan pengaruh pada kemampuan akademik siswa karena markanya kecurangan (THBT the online learning has no impact on students’ intelligence)/ THBT the online learning does not have an impact on students’ academic abilities due to widespread cheating

-          Pembelajaran daring bukti siapnya Indonesia menghadapi globalisasi

(THBT the online learning is as Indonesia readiness towards the globalization era)/ THBT the online learning is proof that Indonesia is ready to face globalization  

§  Mosi Cadangan (Extra motions)

-          Penerapan survey karakter adalah bukti melemahnya pancasila (THBT The implementation of character survey proves the weaknesses of Pancasila)/ The implementation of character surveys is evidence of the weakening of Pancasila

b.    Mosi Babak Perempat final (Eliminary round/quarter final) 8 teams

§  Mosi utama

-          Para pedagang kaki lima harus dijadikan sebagai target utama penerima vaksin Covid-19 (THW prioritizes the distribution of COVID-19 vaccines to the street vendors) The street vendors should be the main target for Covid-19 vaccine recipients

§  Mosi Cadangan

-          Realisasi AKM merupakan sikap adil Negara pada kondisi sekolah di seluruh wilayah Indonesia (THBT the Minimum Competency Assessment is as a fairness standardize in evaluating all schools in Indonesia) The implementation of the AKM is the state’s fair attitude towards school conditions in all regions of Indonesia

 

c.    Mosi Babak Semi Final/4 teams

§  Mosi Utama

-    Penerapan AKM menghilangkan apa yang telah dipelajari siswa pada mata pelajaran seperti bilogoi, fisika, kimia, sosiologi, dan lain-lain. (THBT the Implementation of AKM is to deny the integration of other learning subjects such as Biology, Physics, Chemistry, Sociology etc.)/ The implementation of AKM eliminates what students have learned in subjects such as biology, chemistry, sociology etc.

-    Negara gagal dalam menangani bencana pandemi sebagai bentuk kejahatan terhadap keselamatan manusia (THBT the state’s failure to address a pandemic should be considered as a crime against humanity)

 

 

 

§  Mosi Cadangan

- Pembelajaran luring merupakan bukti miskinya Negara Indonesia (THBT the offline learning proves the state’s failure in education management)

d.    Mosi Babak Grand Final/2 teams

§  Mosi Utama

-    Aktivitas tatap muka pada kegiatan politik merupakan penyebab tingginya penyebaran virus COVID-19 (THBT the offline learning will increase the amount of students suspect of COVID-19)

§  Mosi Cadangan

- Penerapan 5M dan 3T merupakan solusi nasional yang tidak solutif (THBT the application of 5M and 3T is a state’s solution which has no solution)

 

J.    PERATURAN LOMBA

Pada lomba debat Bahasa Inggris peserta debat dari setiap tim harus memperhatikan aturan lomba sebagai berikut;

1.    Tim debat wajib hadir maksimal 30 menit sebelum sesi debat dimulai untuk melakukan registrasi ulang. Pengurangan poin diberikan apabila peserta debat datang terlambat tanpa pemebritahuan sebelumnya.

2.    Tim akan didiskualifikasi apabila tidak hadir hingga waktu case building

3.    Selama mengikuti kegiatan debat semua peserta wajib mengenakan seragam nasional atau seragam yayasan serta bersepatu.

4.    Keanggotaan tim yang telah didaftarkan dan jika berhalangan di saat debat berlangsung tidak bisa digantikan oleh orang lain

5.    Apabila terdapat tim yang tidak mengikuti salah satu ronde, maka akan mendapatkan VP 0 dan margin -3 pada ronde tersebut. Berlaku akumulatif Tim yang lawannya tidak hadir maka akan bertanding melawan tim  juga yang lawannya tidak hadir. Jika tidak terdapat tim lain yang lawannya tidak hadir, maka tim tersebut akan melawan swing team.

6.    Jika terdapat tim yang memiliki VP sama, maka peringkat akan memperhatikan margin. Jika margin tim tersebut sama, maka akan ditentukan berdasarkan skor tiap tim

7.    Jika tim yang melaju ke babak final berhalangan hadir waktu pelaksanaan kompetisi dan melakukan konfirmasi kepada panitia maksimal H-1, maka tim yang berada pada peringkat kelima yang berhak maju ke babak final

8.    Saat case building dan debat berlangsung, seluruh media elektronik peserta dikumpulkan oleh LO

9.    Peserta yang melakukan kecurangan dalam bentuk apapun akan didiskualifikasi.

10.  Keputusan dewan juri tidak dapat diganggu gugat

THW: This House Would (Dewan ini akan)

THBT: This House Believes That (Dewan Ini Meyakini Bahwa)

THS: This House Supports (Dewan Ini Mendukung)

THP: This House Prefers (Dewan Ini Lebih Memilih)

THR: This House Regrets (Dewan Ini Menyesali)

 

L.    HADIAH PEMENANG

Tim debat yang menjadi pemenang dalam lomba debat bahasa Inggris akan mendapatkan uang pembinaan dan sertifikat dengan ketentuan sebagai berikut:

Juara 1:  RP 500.000

Juara II:  Rp 350.000

Juara III: RP 200.000

Best Speaker: Rp100.000

 

 

M.   Lampiran

Lampiran 1. Format debat Asian Parliamentary

a.    Debate System

This debate competition runs by using Asian Parliamentary System. The debate system as follow;

1.    Three speakers of each team

2.    For substantive speeches, 5 minutes one knock at the first and 4^th minutes. Two knocks at 5^th minute and continues knocks after 5.20. POIs allowed during substantive speeches.

3.    For reply, 3 minutes. One knock at the 2^nd minute, two knocks at the 3^rd minute and continues knock after 3.20. No PIOs allowed during reply speeches.

4.    Speakers’ role are attached

5.    Adjudication functions are also attached

6.    Motions are all prepared and 30 minutes for case building

7.    There will be a preliminary round and followed by Semi-final and grand final

8.    Match up for preliminary will be made with the priorities will be made with the priorities as follows:

-    Victory point: Each win+1, each loss +0

-    Team score: The average score of the team, including dissenting adjudicators

-    Margin: The subs traction of score team and their opponent’s

9.    In the preliminary and elimination round, side (government or opposition) will be determined by coin toss

10.  Adjudicator’s decision cannot be cancelled, but we can seek for responsibility

11.  Case building may not be involve anyone other than the three team members

12.  During case building, team members may not communicate with anyone other than their teammates. Using of cell phones is strictly prohibited. Urgent usage for personal matters would be required approval of the Liaison Officer (LO)

13.  “Three knocks out” apply. Team will be given two warnings due to violations of rule 11 and 12. Third violations will be sanctioned disqualification from the entire competition

14.  Teams may use printed materials or notes during case building time. The uses of electronic dictionaries are not allowed.

15.  Printed materials may not be brought to the speaker’s podium

16.  Speakers may bring the stopwatches to the podium

b.    Rounds

All teams participating in English Debate Competition (EDC) will debate in the preliminary round, consisting of five debating rounds. Based on the results of the preliminary rounds, with the highest score victory points/VP (points of winning), team score (accumulation of speaker’s score in a team), and margin (the score difference between the team and the opponent) will be chosen as the breaking teams that will proceed to the eliminary round. The eliminary round consists (8 teams) of quarterfinal, semifinal (4 teams), Grand final (2 teams)

d.  Mechanism

1.      Motion launches, match-up, and any kind of announcement will be done in virtual debaters hall

2.      The match-ups and position of the teams on the debate determined by their position on the standings except for the first round the position is determined in random order

3.      The standing is determined by the victory points, team score, and margin of the teams.

4.      The system used in the match-ups is break-and-slide. System in which teams face opponents with the same victory points to create more fairness and competitiveness. Break and slides is match-up system in which teams are set to meet opponent of the same number of victory points in every round of the preliminary. This system is used widely in most debate competition nowadays and considered as the most fair match-up system so far.

5.      There will be two kinds of motions during this competition; prepared and impromptu motions. Prepared motions are those which have been published in the web weeks before the competition. Impromptu motions are those which challenge participants to come up with arguments they have not prepared beforehand.
